On August 12, 2026, at about 5:45 a.m., New Castle police responded to a domestic disturbance at 706 Chestnut Street after a woman reported Raymond Bailey, reportedly under the influence and a convicted felon, brandishing a handgun and possibly shooting the household dog. Officers established a perimeter, requested the Lawrence County Critical Incident Response Team, evacuated nearby residents, obtained a search warrant, and after roughly two hours deployed chemical munitions; about 30 minutes later Bailey exited through a rear door and was taken into custody without incident. A protective sweep found the dog deceased from an apparent gunshot wound; charges against Bailey are being prepared and the investigation remains ongoing.
