Bradford woman arrested on theft, trespass and criminal mischief charges

City of Bradford police say Carter was arrested July 21 and arraigned on four cases tied to thefts, trespassing and a sanitation incident in an apartment lobby.

On July 21, 2026 at about 8:36 p.m., City of Bradford Police arrested 28-year-old Heather N. Carter on an outstanding warrant; she was arraigned by Magistrate Richard Luther and remanded to McKean County Jail. Carter faces four cases: a June 5 stroller theft from 59 Jefferson Street; defiant trespass at the High Rise apartments (2 Bushnell Street) on June 11 and June 17; and a July 17 incident in which she allegedly stole a garbage bag from the Soap Box Laundramat, entered the lobby at 9 Chautauqua Place and attempted to use the bag to urinate and defecate, creating a hazardous mess for tenants. Police said homelessness is not an excuse for criminal behavior; Carter remains in jail pending preliminary hearings and is presumed innocent until proven guilty.
