DA Khan files amended complaint, demands records from R & R Enterprises
Bucks County DA Joe Khan has filed a new amended complaint and a First Request for Production seeking a decade of financial and operational records from R & R Enterprises to trace how an unsafe rooming house operated.
Bucks County District Attorney Joe Khan has escalated the consumer protection lawsuit against R & R Enterprises and owner Richard Goetter by filing a new amended complaint and initiating civil discovery. The DA’s office is demanding ownership documents, tax returns, insurance policies, rent-payment records, evidence of taxpayer-funded rent relief or nonprofit aid since 2013, and partner communications about repairs, evictions and code violations, with a 30-day deadline to produce records. The original suit followed the April 2026 condemnation of the property—where residents had lacked working central heat since 2013—after which the number of former tenants claiming harm rose from six to 13.
