Pennsylvania Vehicle Code Title 75 §3508(b) prohibits riding a pedalcycle on a sidewalk in a business district unless official traffic-control devices allow it or a usable pedalcycle-only lane is provided adjacent to the sidewalk. The York City Police Department says it has received multiple pedestrian complaints about bicycles on downtown sidewalks and will be increasing enforcement to curb the illegal behavior.
