Harrisburg police outline how ALPRs are used and protected
HBPD details what Automated License Plate Readers record, how the department uses them, and the policies that guard against misuse.
The Harrisburg Bureau of Police says its Automated License Plate Readers capture moment-in-time photos of license plates plus date, time and basic vehicle descriptions, but do not record live video or identify vehicle occupants. HBPD uses VIPR (not Flock) as its ALPR vendor and employs the system to locate suspects, assist in abduction or endangered-person cases, recover stolen vehicles and support investigations, while enforcing verification requirements, logged justified access, monthly audits and adherence to PLEAC accreditation standards.
