Heather N. Carter arrested on multiple charges in Bradford

On July 21, 2026 at about 8:36 p.m., Bradford police arrested 28-year-old Heather N. Carter on an outstanding warrant; she was arraigned by Magistrate Richard Luther and remanded to McKean County Jail. Authorities say Carter faces four cases: an alleged June 5 theft of a baby stroller from Jefferson Street; alleged defiant trespass at 2 Bushnell Street on June 11 and June 17; and an alleged July 17 incident in which she stole a garbage bag from Soap Box Laundromat and attempted to use it to urinate and defecate in the lobby at 9 Chautauqua Place, creating hazardous conditions for tenants. The City of Bradford noted available services for the homeless, stressed that homelessness is not an excuse for criminal activity, and stated Carter remains jailed pending preliminary hearings; all persons are considered innocent until proven guilty.
