Jeannette contractor charged with home improvement fraud in Ligonier
Police say Zachary Murphy of Keltic Contracting accepted $5,300 for a painting job in May 2026 but never performed the work.
Ligonier Valley Police say 36-year-old Zachary Murphy of Keltic Contracting LLC was hired in May 2026 to paint a multi-unit residence on North Market Street, accepted an initial $1,500 and a subsequent $3,800, then failed to start the work and ceased communicating. He faces charges of home improvement fraud, theft and receiving stolen property; these are accusations and he is presumed innocent until proven guilty.
