Joshua Isaac Kowles, 45, of Bloomsburg, PA 17815, was arrested after warrants for summons undelivered on traffic citations were issued. The citations (MJ-26301-TR-0001100-2026, MJ-26301-TR-0001101-2026, MJ-26301-TR-0001102-2026) allege inspection-related offenses including INSPECTION BY POLICE OR COMMONWEALTH PERSONNEL, DRIVING WITHOUT A VALID INSPECTION, and violations of exhaust systems, mufflers and noise control. The arrest was handled by the Montour Township Police Department.
