Kelly Vincent Drumm charged with DUI and fraudulent inspection after Penn Township traffic stop

On July 9, 2026, around 7:40 p.m., Northern Lancaster County Regional Police officers conducting a traffic detail in the 1000 block of Lancaster Road, Penn Township, stopped a vehicle for an expired inspection sticker. The driver, 54-year-old Kelly Vincent Drumm of Lancaster, showed signs of impairment and refused additional testing; officers determined the inspection sticker was fraudulent. Drumm was charged with one count of DUI (75-3802(D2)), one count of possession/display of false documents (75-7122(3)) and two summary violations; the charges are before MDJ Stauffer.
