PA clarifies rules for e-bikes and electric dirt bikes

Section 102 of the PA Vehicle Code defines a pedalcycle with electric assist as a vehicle weighing no more than 100 pounds, with two or three wheels more than 11 inches in diameter, an electric motor rated at no more than 750 watts, operable pedals and capable of no more than 20 mph on level ground by motor only (excluding devices designed for persons with disabilities). If an e-bike meets that definition it is treated as a bicycle—riders may use roads (obeying traffic laws) and DCNR trails that permit bikes; riders must be at least 16 to operate an e-bike on public roads. Mopeds and motor scooters are subject to license, insurance, registration and equipment requirements, while electric dirt bikes are for private property or motorized trails only, exceed the e-bike limits, have no VIN and cannot be registered for road use.
