Philadelphia Contractor Arrested in Multi-Jurisdiction Home Improvement Fraud
Bensalem and Middletown police say a Philadelphia contractor accepted large deposits, failed to complete work and now faces multiple felony charges.
Bensalem and Middletown Township police arrested 46-year-old Shawn Hagan of Philadelphia after separate complaints that he accepted large payments for home additions and renovations and failed to complete the work. Victims reported paying $46,725 toward a $72,000 addition, $107,566 toward a $172,700 renovation that stalled after demolition and framing (leading to a stop-work order), and $24,000 toward a $58,000 project that never began. Hagan was charged with multiple F3 counts — Home Improvement Fraud, Theft by Deception, Deceptive Business Practices and Receiving Stolen Property — was arraigned Aug. 19, 2026 with bail set at 10% of $750,000, and was remanded to the Bucks County Correctional Facility; anyone with information or who believes they may be a victim is asked to contact Bensalem Detective F. Sean Hayden at 215-633-3732.
