Philadelphia contractor charged in multi-jurisdictional home improvement fraud
Bensalem and Middletown police say a Philadelphia contractor accepted large deposits for renovation work and failed to complete projects, prompting a multi-jurisdictional fraud probe and felony charges.
The Bensalem Township and Middletown Township police departments arrested 46-year-old Shawn Hagan of Philadelphia, owner of Hagan Home Concepts, following a multi-jurisdictional fraud investigation. Investigators say victims paid large deposits for home additions and renovations—$46,725 of an estimated $72,000 on May 18, 2026; $107,566 of an estimated $172,700 on May 28, 2026; and $24,000 of an estimated $58,000 reported to police on June 16, 2025—but work was not completed or was halted after minimal demolition and framing, with a stop-work order issued for deficiencies. Hagan faces multiple counts of Home Improvement Fraud (F3), Theft by Deception (F3), Deceptive Business Practices (F3) and Receiving Stolen Property (F3); he was arraigned on August 19, 2026 with bail set at 10% of $750,000 and remanded to the Bucks County Correctional Facility. Anyone with information or who believes they may be a victim is asked to contact Bensalem Police Detective F. Sean Hayden at 215-633-3732.
