A GOP measure tying mandatory spending cuts to any debt-limit increase has been filed repeatedly but never advanced for a standalone vote.
A Republican bill that would force spending cuts whenever the debt limit is raised has been introduced in six of the seven Congresses since 2013. Despite multiple reintroductions, the standalone measure has never been brought to a vote.
