Beginning August 1, 2026, Colorado Senate Bill 25-003 requires a Firearms Safety Course Eligibility Card before purchasing certain semiautomatic firearms. Moffat County Sheriff Chip McIntyre, who opposes the law and cites the county's Second Amendment sanctuary status, says his office will nevertheless process eligibility-card applications, perform required name-based background checks, and issue cards without charging in-county administrative fees. Applicants must begin the process through Colorado Parks and Wildlife, complete a state-approved safety course, then proceed with purchases through federally licensed dealers under existing background-check requirements.
