Dwaine Richard Heinbaugh Jr., 38, of no fixed address, was charged with one count each of possession with intent to deliver a controlled substance and possession of drug paraphernalia. Police made contact with Heinbaugh on July 13 at 12:16 p.m. on N. Mulberry Avenue in Waynesboro (case WPD-202605991). The charges were posted Sept. 3, 2026.
