What Pennsylvania’s E‑Bike Rules Mean for Riders

Under Pennsylvania law (Section 102 of the Vehicle Code) an electric bicycle is a “pedalcycle” weighing no more than 100 pounds with two or three wheels over 11 inches in diameter, a motor rated at no more than 750 watts, operable pedals and a motor-only top speed of 20 mph on level ground; devices for persons with disabilities are excluded. Legal e‑bikes are treated as bicycles — riders may use roads (obeying traffic laws) and DCNR trails that permit bikes, and must be at least 16 to ride on public roads. Electric dirt bikes are off‑road only, often exceed the e‑bike speed/weight limits, cannot be registered in Pennsylvania because they lack VINs, and therefore cannot be legally ridden on public roads.
