Windsor man arrested on strangulation, two simple assault and harassment charges
Lower Windsor Township police say a Windsor man was arrested after a late‑night incident on Newcomer Road; a preliminary hearing is scheduled at MDJ 19‑3‑01.
On Sept. 24, 2026 at about 11:45 p.m., 33‑year‑old Cyle A. Barnhart of Windsor was charged with strangulation (M2), two counts of simple assault (M2) and harassment after an incident in the 300 block of Newcomer Road in Lower Windsor Township. Lower Windsor Township officers took Barnhart into custody and transported him to Central Booking for processing and arraignment; a preliminary hearing is scheduled at MDJ 19‑3‑01 in Judge Fishel’s office. Barnhart is presumed innocent until proven guilty in a court of law.
