York man charged with animal cruelty, neglect and drug paraphernalia

On July 1, 2026, at approximately 7:54 p.m., Kevin Michael Zumbrum, 43, of York was charged with cruelty to animals (M2), neglect of animals — tethering (M3), and use/possession of drug paraphernalia (M) after an incident on Dawn Lane in Lower Windsor Township. Charges were filed at MDJ 19-3-01 (Judge Fishel’s Office) and a preliminary hearing will be scheduled; Zumbrum is considered innocent until proven guilty.
