On Oct. 14, 2026, El Paso police documented personal items, appliances and broken furniture strewn around 403 East 1st Street and on/near Chelsea R. Dalen’s vehicle, apparently thrown from a second-floor balcony. Officers found a strong odor of rotting food inside her apartment and discovered water left running that flooded a lower unit, causing extensive water and structural damage with repair estimates of at least $50,000; the police and fire chiefs deemed both apartments uninhabitable. Dalen, 33, was located in the complex parking lot at about 3:45 PM, taken into custody on a charge of criminal damage to property and transported to Woodford County Jail.
