On October 14, 2026, El Paso police accompanied a landlord to 403 East 1st Street and found personal items, appliances, broken furniture and trash strewn from a second-floor apartment, plus a strong odor of rotting food, flies and extensive water damage consistent with an open faucet. The Fire and Police chiefs declared both apartments uninhabitable and a restoration estimate began at $50,000; 33-year-old Chelsea R. Dalen was later found packing her vehicle in the parking lot, taken into custody and transported to Woodford County Jail.
