Christopher Andrew Hughes, 37, was charged with two counts of retail theft following a police investigation into an incident at the Target store at 2251 York Crossing Drive in West Manchester Township. The incident occurred on Sept. 30, 2026, at about 8:00 p.m.; charges were filed on Oct. 1, 2026, by the West Manchester Township Police Department. Hughes is described as a 6'1", 270 lb white male with brown hair and brown eyes.
