North Charleston Police stopped a vehicle shortly before 12:30 p.m. near Otranto Road and S. Antler Drive on Aug. 23, 2026, for a seatbelt violation and reported smelling a strong odor of marijuana. During the stop, 22-year-old Quamaine Rakim Council of Eutawville told officers he had a concealed firearm; a search uncovered a loaded 9mm handgun (15 rounds in the magazine and one in the chamber) and green plant-like material plus empty packaging consistent with narcotics distribution. Because Council is prohibited from possessing firearms due to a prior felony conviction, he was charged with Possession of a Firearm by a Convicted Felon and taken to the Al Cannon Detention Center.
