Jesse S. Shultz, 48, cited for open container and public drunkenness in Millersville

On July 23, 2026, Millersville Borough Police responded to a report of a person lying at the side of the road and found 48-year-old Jesse S. Shultz unconscious and heavily intoxicated. Officers detected a strong smell of alcohol and found an open can beside him; Shultz later said he had consumed three beers. He was cited for an open-container ordinance violation and public drunkenness at 408 Herr Ave.
