Northern Lancaster County Regional Police say officers were dispatched July 16, 2026, to the 1000 block of Blairton Court after a homeowner reported that Bryan Scott Pangburn, 43, of Lebanon, agreed to complete a painting job but failed to perform the work. The victim provided Pangburn $2,900 on three occasions between Jan. 14 and March 31, 2026 for materials; investigators say he did not complete the job or return the money. Pangburn was charged with violating the Pennsylvania Home Improvement Act and the charges were filed before Magisterial District Judge Stauffer.
