Beginning Aug. 1, 2026, Colorado Senate Bill 25-003 requires a Firearms Safety Course Eligibility Card before enrolling in a state-approved firearms safety course for specified semiautomatic purchases. Sheriff Chip McIntyre says he strongly opposes the law as a burden on Second Amendment rights but will process eligibility card applications—conducting name-based background checks and issuing cards—so Moffat County residents aren’t forced to travel elsewhere; county residents will not be charged an administrative processing fee, while nonresidents will. McIntyre notes Colorado Parks and Wildlife administers the statewide program and expresses hope pending legal challenges will overturn or modify the law while the sheriff’s office fulfills its statutory duties.
