On October 3, 2026, West Earl Township officers responded to a physical altercation at the New Holland Fair where a man who had been pepper‑sprayed fled on foot and was later apprehended. He initially gave a false name but was identified through the Cecil County Sheriff’s Department as 18‑year‑old Elvis David Calixto Victoria; a portable breath test showed a BAC of 0.164% and he required medical evaluation. Detective Justin Cruce charged Calixto Victoria with stalking, evading arrest on foot, disorderly conduct, false identification, harassment, public drunkenness and related offenses; he was arraigned by Judge Joseph Stauffer with bail set at $13,000 and is being held at Lancaster County Prison.
