Berks County rolls out Blue Envelope program to assist drivers with disabilities
Voluntary program lets drivers store documents and communication notes in a blue envelope to ease traffic-stop interactions with police.
The Blue Envelope program is a voluntary initiative that helps drivers with disabilities—such as autism—or others who may experience anxiety or communication difficulties during traffic stops. Participating drivers receive a blue envelope to hold license, registration, insurance and an information sheet indicating communication needs (for example whether a driver is verbal or non‑verbal), emergency contacts, or medication details. The envelope signals officers to adjust their approach, provides guidance (speak clearly, allow extra response time), alerts them to visual or auditory sensitivities, and helps ensure necessary documents are provided without forcing stressful actions.
