Lower Burrell man arrested after toddler sexual-abuse video surfaced on dark web
Lower Burrell Police, working with the FBI Child Exploitation Unit, identified and arrested a 63-year-old man after child sexual abuse material posted on a dark web site appeared to show a toddler being abused during a video chat.
On September 21, 2026 the FBI Child Exploitation Unit referred child sexual abuse material posted on a dark web site that appeared to show an adult sexually abusing a toddler; detectives used a distinctive raven-skull forearm tattoo and open-source image searches to identify the man as 63-year-old Richard Reed and executed a search warrant at his Reed Street residence, where he was arrested. Reed allegedly told investigators he had impotence issues and used the sites to talk to people or view images of underage girls; he faces charges including child pornography, rape of a child, statutory sexual assault and related counts and was denied bail. These charges are accusations and he is presumed innocent until proven guilty.
