PennDOT rules for e-bikes, scooters and other micromobility devices
PennDOT’s Micromobility Information Sheet summarizes Pennsylvania Vehicle Code Title 75 rules for bicycles, e-bikes, e-scooters, Segways and motorized pedalcycles.
PennDOT’s Micromobility Information Sheet explains how Pennsylvania Vehicle Code Title 75 classifies and regulates bicycles, electric bicycles, electric scooters, electric personal assistive mobility devices (Segways), motorized pedalcycles and motor scooters. Bicycles must be human-powered (helmets required for riders under 12; white front light, rear red reflector and amber reflectors required from sunset to sunrise; allowed on sidewalks outside business districts but must yield to pedestrians). Electric bicycles must weigh less than 100 pounds, have operable pedals and a motor rated at 750 watts or less, are capped at 20 mph on a level surface using the motor alone, and operators must be at least 16 with no license, registration or insurance required; electric scooters are classified as motor vehicles/motor-driven cycles and are generally prohibited on public roadways and sidewalks (legal only on private property); Segways are allowed on sidewalks unless a local municipality prohibits them and must use lighting between sunset and sunrise; motorized pedalcycles and motor scooters generally require a minimum age of 16 and a valid class license (Class C or Class M/C depending on specifications), and DUI laws apply to all motorized and electric micromobility options.
