Parkesburg Borough police arrested 28-year-old Qianlin Zheng after an undercover operation ended an alleged theft-by-deception scheme that began Oct. 10, 2026. Authorities say a Parkesburg resident had given an unknown man $30,000 after receiving calls from someone posing as a U.S. Treasury agent and receiving fraudulent documents; officers intercepted a planned $28,000 exchange Oct. 14 in the 100 block of West First Avenue and observed Zheng complete the handoff. Zheng was taken into custody without incident, transported to Chester County Prison, arraigned with bail set at $350,000 cash (including a Nebbia hearing), remanded pending a preliminary hearing at District Court 15-3-07, and an ICE detainer has been filed as investigators coordinate with agencies in Pennsylvania, New Jersey and Connecticut.
